Hubert Humphrey served as president of the United States.  He said, "the moral test of government is how that government treats those who are in the shadow of life - the sick, needy and handicapped".  Jesus would've agreed.  His treatment of outcasts offended some, but thrilled others.  Who are the outcasts we are seeking to bless?  Why does it matter?
